This ALNAVRESFOR is disseminated as part of an ongoing effort to improve force readiness as we continually assess and look for ways to reduce risk. We have identified Navy enlisted advancement as an area of focus to ensure that existing risk mitigation policies are enforced. Analysis has determined that small commands with limited senior personnel are at risk of violating reference (a), particularly Chapter 5 ? Handling, Accountability, and Stowage of Examinations. Reference (a) page 5-2 paragraph 501a states: "All examinations and completed answer sheets shall be in the custody of a U.S. naval officer, or designated master chief, senior chief, chief petty officer, or designated civilian." 2. Based on our analysis, Commanding Officers (CO) are directed to review their procedures for handling, accountability, and stowage of advancement examinations. Internal controls will include the following: a. Review the list of personnel with safe access and ensure that only E-7 and above, or properly designated civilians, are authorized access to safes that contain advancement examination materials. b. Change the combination of safes containing advancement examination materials at regular intervals and after the relief of the CO, ESO, or one of the safe access holders. c. Ensure classified examinations are handled accordingly and are stored only in containers approved for storage of classified materials. Ensure classified exams are only administered to Sailors who possess the necessary security clearance. d. Report review compliance to your ISIC when complete. 3. Keep leading from the front.
